South Sudan has a growing online presence. Over the past five years, the country has expanded its digital capacity to facilitate online discussion. With Facebook users now slightly exceeding one million, platforms like Facebook, WhatsApp, and TikTok have become the default channels for connecting and sharing information, particularly among younger audiences. However, this digital expansion has not been without challenges. In a nation where digital literacy is still low and civic education is lacking, these platforms have also become conduits for the spread of harmful practices that threaten the social fabric. Moreover, historical conflicts and the recent crisis in Nasir have heightened these vulnerabilities to an unprecedented degree.

What measures can be implemented to safeguard online users from harm? What mechanisms can be adopted as a remedy and way forward in balancing the need for free expression with the necessity of regulating content to prevent harmful practices and protect users?…
