Speakers Profile 

Eng. Dut Acol de Dut 

Director of Spectrum Management National Communication Authority  (NCA) 

 Eng. Dut Acol de Dut is currently the Director for Spectrum Management at the National Communication Authority Republic of South Sudan. He manages and regulates the radio frequency spectrum in the Republic of South Sudan. He exhibits extensive experience in the telecommunication industry from reputable companies in the United States of America. Mr. Dut holds a Masters and Bachelors of Science in Electrical Engineering from the United States of America with over 20 years of experience in the ICT discipline.

Eng. Zamba Leonel 

Assistant Director for Space Services at the 

National Communication Authority (NCA) 

Mr. Leonel Zamba is the Assistant Director for Space Services at the National Communication Authority (NCA) of South Sudan. 

In this role, he oversees the management and coordination of national satellite orbital slots and frequencies, as well as the regulation and licensing of satellite services within the country. His responsibilities include representing South Sudan at regional and international forums focused on space and satellite issues, significantly contributing to the country’s presence in global space initiatives. Prior to his current position, Mr. Zamba served as the Assistant Director of RF Spectrum Planning & Coordination from August 2020 to October 2023. During this tenure, he led the development of the National Table of Frequency Allocations and channelling plans, ensuring effective spectrum management across South Sudan. He played a crucial role in harmonizing frequency assignments with neighboring countries and managed notifications and coordination with international organizations such as the International Telecommunication Union (ITU). Additionally, Mr. Zamba was instrumental in drafting South Sudan’s position papers and proposals for regional and international bodies, including the East African Communications Organization (EACO) and the African Telecommunications Union (ATU).
